Owen's way too bitter for the Doctor, and I suspect he wouldn't have much patience for the Doctor's manic style of adventure. In turn, I doubt the Doctor would put up with Owen.
The Doctor's had at least one companion very like that in the past. Owen always makes me think of Turlough (who traveled with Five -- viridian5 has written slash about them, as I'm sure many others have as well). Turlough was bitter and whiny and secretive and uptight and faintly ridiculous-looking, poor guy. It was kind of an interesting relationship.
I'd be with you on Tosh, but you know the Doctor would leave her after a while, because he leaves everyone after a while, so I'm not sure it'd be an improvement for her.
